PRTR System and MSDS System

" The law concerning reporting, etc. of the release to the environment of specific chemical substances and promoting improvement in their management" ("Law for PRTR and Promotion of Chemical Management" or "Kakan-Ho" in Japanese) was enacted in 1999 in Japan. The purpose of this law is to promote businesses' voluntary improvements in the management of specific chemical substances and to prevent any environmental protection impediments. This law requires businesses to report chemical substances of concern under the PRTR System and to provide information on them under the MSDS System.

The PRTR system is a system that (i) requires businesses handling chemical substances potentially harmful to the environment to estimate the volume of chemical substances released and transferred in waste, and to report these estimated volumes to their local governments, and (ii) ensures that the national government then compiles data submitted and makes the results available to the general public.

The MSDS system is a system that requires businesses intending to transfer or supply designated chemical substances to other parties to provide information on the properties and how to handle them.

NITE, acting as the sole PRTR system implementer, has been developing systems for collecting, processing, and integrating PRTR data from industry reports. To carry out this objective, the PRTR Support Center was formed within NITE. This center also carries out various activities such as: (i) providing information on the PRTR and MSDS systems, and (ii) ensuring quick responses from specialists for both technical and practical inquiries made by the parties concerned including industries.
